LITTLE LEAGUE INFORMATION



LITTLE LEAGUE RULES, REGUALTIONS AND POLICIES
       

Each year, Little League® provides its constituent leagues with current Little League rules, regulations, and policies that outline and define the operation of the program. It is important for all Little League volunteers and parents to be familiar with the most up-to-date version of Little League’s Official Regulations, Playing Rules, and Operating Policies. These rulebooks, published for all divisions of Little League Baseball®, Little League Softball®, and the Little League Challenger Division® provide the structure and support for local leagues and Districts to provide a meaningful Little League experience for all children in their community.

Baseball Pitch Count Thresholds



Baseball pitchers league age 14 and under must adhere to the following rest requirements:

  • If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed.
  • If a player pitches 51-65 pitches in a day, three (3) calendar days of rest must be observed.
  • If a player pitches 36-50 pitches in a day, two (2) calendar days of rest must be observed.
  • If a player pitches 21-35 pitches in a day, one (1) calendar days of rest must be observed.
  • If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.

Exception: If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed or the game is completed before delivering a pitch to another batter.”

NOTE: If a pitcher reaches 30 pitches while facing a batter in the first game, the pitcher may continue to pitch, and maintain their eligibility to pitch in the second game on that day, until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher would be allowed to pitch in a second game provided that pitcher is moved, removed, or the game is completed before delivering a pitch to another batter. If a player delivers 31 or more pitches in the first game, and is not covered under the threshold exception, the player may not pitch in the second game that day);

Waivers


WAIVERS OF RULES AND REGULATIONS:
  

When a league applies for its annual charter with Little League®, it pledges to abide by all the rules and regulations of Little League. However, under special circumstances, it may become necessary to apply for a temporary waiver of a rule or regulation.

It is very important to remember that a league must not take any action contrary to Little League rules and regulations until receiving expressed, written permission through the Charter Committee waiver system. A waiver request, while it may be supported by documents from the parent(s), may be submitted only through the proper chain of command. Waivers, if granted, are for the current season only. A league wishing to apply for a waiver of a rule or regulation must do so via the following method:

  1. The local league Board of Directors votes whether or not to request the waiver.
  2. If the local league Board of Directors votes to request the waiver, the President writes a letter, detailing the request. Supporting documents should be attached, and forwarded to the District Administrator.
  3. The District Administrator includes his/her written opinion, and forwards all documents to the Regional Director.
  4. The Regional Director will present the situation to the Charter Committee for action.
  5. The Charter Committee will inform the Regional Director of its decision, and the Regional Director will inform the District Administrator.
 FAQ'S:
 Can a local Little League waive its rights to a player who lives within its boundaries, allowing that player to participate in another Little League program?  A local Little League does not have the authority to waive such rights. Only the Charter Committee in Williamsport has this authority. If the Charter Committee votes to grant a waiver, the District Administrator will be informed in writing.
Can a child who does not have residence within a league’s boundaries play in that league for the regular season only, provided he/she is not eligible for Tournament Play (all stars)?  The local league may request a waiver, listing all circumstances that warrant such a waiver. Only the Charter Committee in Williamsport can make the final decision. If the Charter Committee votes to grant a waiver, the District Administrator will be informed in writing.

   Little League efforts to create a safe and healthy environment for its players and volunteers, both on the field and off.
Coronavirus Update: As we navigate the Coronavirus pandemic, it is highly encouraged that each league and district adhere to the guidelines set forth by their respective state and local government and health officials in terms of public gatherings, organized youth sports, and sporting events when determining how and when to return to Little League activities. Leagues should contact their state and local health authority and other municipalities for guidance prior to resuming any Little League activities.

Little League International requires all leagues and districts in the United States to conduct an annual background check, including a nationwide criminal search and a search of the National Sex Offender Registry. Little League preferred provider, J.D Palatine, has a Criminal File database that contains more than 600 million records, including criminal and sex offender registry records covering 50 states and the District of Columbia, meeting the current Little League Regulation 1(c) 8 & 9 requirement.
